Guangdong Institute of Intelligence Science and Technology（GDIIST）was officially unveiled on 26th June, 2021 in Guangdong-Macao In-Depth Cooperation Zone in Hengqin. The first meeting of the first Council was held at the same time. Before the plaque unveiling ceremony, Zhuhai Municipal People’s Government, Executive Committee of the Guangdong-Macao In-Depth Cooperation Zone and Shanghai Brain-Intelligence Engineering had signed a contract to jointly build the institute.
"GDIIST aims to take full advantage of Macao's strategic position, focus on introducing high-level talent teams and high-end scientific and technological innovation resources, and overcome technical problems in the field of brain-like intelligence research ". Professor Zhang Xu, an academician of the Chinese Academy of Sciences, was appointed as the president of Guangdong Institute of Intelligence Science and Technology. He said that he would strive to build GDIIST as a core into a first-class and high-level international institute within 5 years, becoming an important technology platform and scientific research carrier for GBA International Innovation Center supporting the strategy of "Two Corridors" and "Two Points", with the plan to be a National Laboratory in the future.
GDIIST mainly centers on the interdisciplinary research in the fields of brain science, cognitive science, artificial intelligence, computing science and technology, information science and technology. Its first phase of cooperation and construction period is five years, which will be divided into two phases.
For the first stage, it will last for three years, which is from July 2021 to June 2024. GDIIST tries to become a Provincial Laboratory, viewing the construction of organization structure and the formation of innovation teams as the landmark achievements. Furthermore, the achievements will contain the establishments of the large-scale brain perception information processing model, cognitive and decision algorithms based on massive intelligent computing power, application of terminal intelligent chip and intelligent processor principle machine for health care, as well as the cloud service system of Finance and Business Intelligence and Medical Care and so on.
For the second stage, it will last for two years, which is from July 2024 to June 2026. GDIIST strives actively to become a National Laboratory. Its purpose is to make outstanding achievements in many fields, such as the Connection Altas of Brain Perception and Cognition and Multi-modal Intelligent Cognitive Devices and Scene Systems. It will become a first-class and high-level international institute and an important technology platform for GBA International Innovation Center supporting the strategy of "Two Corridors" and "Two Points".
In the meeting, Guo Yonghang, Party Chief of Zhuhai, awarded the letter of appointment to the President of GDIIST, Zhang Xu. Also, The meeting deliberated and approved the Constitution of Guangdong Institute of Intelligence Science and Technology and other documents. Song Yonghua, who is the rector of University of Macau, member of the Academia Europaea and fellow of the Royal Academy of Engineering (UK) , Xu Lei, who is the professor of Shanghai Jiao Tong University and member of the Academia Europaea and Chen Yunji, who is the deputy director and researcher of the Institute of Computing Technology of the Chinese Academy of Sciences , etc., are the members for the first Council.
Guo Yonghang stressed, the construction of the institute should be promoted with a high starting point and high standards and the institute should strive to build itself into an international, open and high-level integrated innovation platform for industry, university and research. We should focus on strategic needs, strengthen core and key technologies, improve basic research and application-oriented research, and form a lot of major innovative achievements with highly industry-driven, independent and controllable and leading technologies in the world. We need to invent innovative systems and mechanisms, pay attention to open cooperation in science and technology, and first explore the establishment of a policy environment that is in line with international standards and in line with scientific research laws, so as to unleash and stimulate the potential of science and technology to the fullest extent. We should create an excellent environment for development, build a broad pattern for attracting talents, establish a flexible mechanism for employing and retaining talents.
Gong Guoping, Director General of Guangdong Science and Technology Department pointed out that the establishment of Guangdong Institute of Intelligence Science and Technology in Hengqin was just in the “right time, right place and right people” with a bright future. Zhuhai should insist on the core position of scientific and technological innovation in the overall modernization, and fully support GDIIST to become an important technology platform for GBA International Innovation Center supporting the strategy of "Two Corridors" and "Two Points". The innovation in systems and mechanisms should be strengthened and more autonomy should be granted to the Institute.
The institute should adhere to internationalized construction and strengthen the connections with Macao, such as the cooperation in talent interactions and scientific research with the local universities and research institutions. Furthermore, the institute should pay more attention to the transfer and transformation of scientific and technological achievements and innovate the mechanism and systems, for bringing the owners of the achievements the feelings of fulfillment and satisfaction.
